wss3 - populating a document libary programatically

Is there a way to populate a document library programatically with
documents when a site is deployed?

Id prefer to do this based on content type.

So if I explain further.. i have a document library with two new
custom content types, e.g. lets say timesheets & expenses (both of
these point to say an excel document template).

When the sharepoint site is first deployed i would like to detect
this deployment event and then populate the document library with a
default excel spreadsheet for both the timesheet and expense content
type (albeit blank) i.e. effectively mimicing what the user would do
if they had clicked New->Expenses and saved a doc into the document
library.

It needs to be done at time of deployment, so im thinking its
related to events / feature activation?

Im very new to wss 3, but I thought about, wiring up an event to
this feature so when its activated, however i was worried when the
feature becomes deactivated / activated several times multiple
documents could exist in this document library.
