WSS version 2.0 question / Doc Lib Permissions

I am trying to implement a specific configuration on a document library
of a WSS sub-site and I cannot seem to figure it out.

I'm not finding much online or in the resource kit and I'm wondering if
it is possible at all.

Basically, we have a WSS Site (root site) that contains a sub-site.

In the sub-site is a document library.

Customer wants a group of users to be able to read/open all documents in
the list and submit new documents to the list.

The final requirement is that the users who submit documents must ONLY
be allowed to edit their OWN documents. They should not be able to edit
documents that "other" users posted.

Is there any way to implement this scenario in WSS v2.0?

No, there is not. That feature is only available in lists in WSS2, not
on Libraries.

Not to beat the dying horse here...

But if this will work on lists, maybe create them a list  and they can
attach the document  to the "list item" as an attachment. Although this
would be a list and not a 'native document library' the security
requirement may be able to be implemented in this fashion?
