WSS v3 File Upload Issue

I have a problem where I can upload a 13MB file through the Windows
Explorer interface, but it fails through the standard "upload file"
interface. I am connecting to the server through a VPN connection. I
am in Reston, VA and the Server is in Dublin, Ireland. The file size
limit set in Sharepoint is 50MB, so it seems like the file should
upload without a problem. If anyone has any ideas on how to fix this

multi-file upload  is WebDAV, I think...someone correct me if I am wrong. And,
single file  upload is HTML, so try increasing the timeout in that Web
application's web.config. This is a common problem  over WANs.

The connection  timeout settings in IIS
are set  to 180 seconds, yet it took about 9 minutes before it
responded with the error message (a basic "Unknown Error" message in
Sharepoint). This leads me to beleive that it must be something
else. Is anyone aware of any other things to try?
