Wss sites access

In web part there is dropdown which is populated with wss subsites names under a
main site using object model .

Only user with domain admin rights to site can view the data in dropdown

If user with site admin rights log in , the dropdown fails to populate.

Why ?

Installation problem? It's very buggy.
