WSS Restore

I have an environment with the following components: 2 Web Servers, 1 Search and
Indexing Server and 1 SQL backend server.

I need to migrate a WSS site into this environment. I've done this for a one
server farm environment but not sure about multiple server farm. Do I run the
restore on the Search and Indexing Server?

You need to run  the restore  on frontend for WSS. You said you have two web
servers, one of them is WSS frontend and other for SPS..right? If yes, run it on
WSS frontend.
If both web  servers are in NLB cluster, then you can do it on any one of them.

The front ends are NLB cluster. So if I do it on one, it
should replicate to the other front end right?

Also does that mean when I create new sites in the future, I will only have to
do it on one and it should replicate to the other one?

Yes, on all - that is the purspose of a farm  - to make sure changes made to one
server appear on all :). Everything you list is stored in the database, which
is what all the fron-ends are ultimately reading from. The exceptions are
things where you are changing the SharePoint software (services packs, hotfixes,
editing/adding templates, etc).
