Working with Site Templates in SPS

I recently downloaded a Site Template from MicroSoft and installed
it in the Central Template Gallery. My company is running SPS 2003.

When I create a new sub-web -- I do not see this template in the
dropdown lists of templates for new site creation. I have also tried
to create a sub-web using STSADMIN and force it to accept this site
template:

stsadmin.exe -o createweb -url <my new site path> -sitetemplate
_GLOBAL_#3

However the message comes back "access denied" - but I am logged on
as the SharePoint Administrator. How can I not have permission? Is
there something I am overlooking. How do you set up SPS to
use '.stp' files?

Unfortunately the Templates that were released by Microsoft for free download are for WSS only. As far as I have seen and (tried) they will not work for SPS areas.

The STP file must match the Site Definition ID (STS=1, MPS=2, and SPS=3
to 37) and LCID (English=1033, Greek=1032, etc.)
