Workflow Possibility

I have a doument library with several folders in it. 2 of these folders are
"control" folders. Is it possible to create a workflow that will monitor the 2
control folders? What I'm trying to do is "watch" to see if someone creates a
new folder in one of the control folders and then send an email to an
appropriate distribution list. The email will state that "folder xyz was just
created in control folder 1."

I'm also attempting to use a list to keep track of the control folders and their
associated email list(s).

Is it possible for a workflow to do that? If so, any suggestions on how to
accomplish this? I'm relatively new to Sharepoint. I've created some simple
workflows but I'm not even sure the above is possible.

You would need to do something like this with an event receiver rather than
workflow  in SharePoint 2007. Workflows in 2007 always operate in the
context of a specific document or list  item so you can't set one up to
monitor creation of a new item in a folder. You can create  an event
receiver to watch for creation of an item in a document library, then after
checking to see if its in a particular folder  either start a workflow on the
item created  or simply send  the email.

SharePoint 2010 introduces the concept of a site workflow that might be able
to do this kind of thing, but even in 2010 I would probably do it with an
Event Receiver instead of a workflow.

I was also going to respond with a code answer. The answer is that it is not
possible with a SharePoint Designer workflow.
