WorkFlow logic based on "count" - how to ?

Can I do the following with SPD on custom MOSS lists?

If the count(of rows for assignee of current row) EQ count(of rows for same
assigne with a status flag=yes), then send eMail.

In English, if all rows for assignee have a status of YES, then send eMail.

I can't think of a way that you would do it with the built in actions. But you
could write a custom  action that would do it easily enough.

What if, instead of "count", you just checked status  field values for each
row that had a particular assignee?

Just thinking out loud (in print?) here...

OK, but how do I check the status  fields for all rows  where assignee is JONES?
There is no list iterator within SPD. That's why my thinking went to an
aggregate function such as COUNT.
