Workflow

I need your advise on this situation: I have a MOSS 2007 library and
we want users to have to agree to our guidelines policy before they
can access the library. I thought that building an InfoPath form to
have them type their name (We need to store that name in a SP list)
then when they hit a "Submit" button, they get access to the library
but I can't seem to be able to do this.
Can anyone tell me how to do this workflow in SPD or advise any other
way to accomplish this?

You could build a custom webpart that would display the policy with a couple
buttons (Accept/Cancel). If they Accept the policy you could then
programatically add them to the security permissions of the library. You could
also add their name to the list in the same webpart.

I have a list called Enhancements.There are several different items in this list
that I would like to create the same workflow  for, but I don't want to start the
workflow for each separate item. Is it possible to create a workflow that would
notify all recipients that they have to update their portion of the enhancements
without me having to send this for each individual enhancement? And is it
possible that this workflow can start automatically each week on a predetermined
day?? Could someone please help. I really need to get this.

Most of what you want can be done, but workflows in SharePoint 2007 are designed
around a one workflow  instance per item model. I've gotten around it at times
by having the workflow actually run on an item in another list that references
the list items that the workflow is processing.

There is no way I know of using SPD and/or SP UI to have workflows kick off
periodically. Third parties offer workflow  enhancements, in particular,
Bamboo's Alerts-Plus treats recurring instances of WFs.
