Work-Flow Actions, Sites, & Lists ?

I am reading/studying the "default workflow actions" in an SPD book. On a MOSS
site, what do these default actions mean when they say you can "blah blah blah
on the current site"? What do they mean w/r to lists available for actions,
either source or target?

Do they mean
1) any list within site collection, or
2) only those lists within the sub-site where the work-flow originated?

The actions  built into SPD all deal with objects within the site  where
the workflow  originates. You could write a custom action with VS2005
that would let you deal with lists  in other sites, but its not in the
built-in action list.
