Windows Xp, Outlook Web Parts and Web Sever Auth

I am pulling my hair out over this I am
new to share point. I am having a real hard time trying to figure
this out. I am using Outlook web parts on my portal
page, I know these parts tie into outlook settings on the client
computer but the strange thing that happens is when a user want to
click on the Documents Library, Quick Links the web server pops up
with username password and Domain Box, When I take off the Outlook
web parts the I can navigate around the portal page without the web
server asking for authentication, I notice thatthis happens only
when a user is designated with Reader or Authorpermissions is that
supposed to happen it will be really annoying for users.

The only way I could use
it was to create a personal dashboard and give all users  full rights and
then ass a link on the home page. This way, if some starts to play cowboy
goes and plays with the admin controls the only thing  they would screw up
was that page. If you find answer let me know.

Have you tried changing the settings  in IE. Attached is a doc that
describes how to do this.

If that doesn't work, I'm not sure of the fix then.
