Why use Sharepoing Portal Server?

Since there is Sharepoint Team Services and Sharepoint Portal

Is there a rule of thumb about when to use which one?

Any penalty if all Team Services since it is free?

I have been asked to write a web part that displays a list of
links. Sounds a lot like the built in links web part. Except this
web part needs to read the contents of a specific list in our portal.

The idea is that this web part would be on every web part page
served up. It's kind of a navigation aid - like a link to the
current intranet site, a link to the current internet site, a link
to the finance department (or whatever).

These locations change occasionally in our fluid environment, and
management would like to have one place to change it and have the
results show up on all the other web part pages.

I figure I will need to figure out how to access this highest level
list from the SP DOM.

My question is this - is there an easier way to do this? I might
even be on a different virtual server  and I'll need to access the
portal's DOM.

You might want to take a look at the Data View web part in FrontPage 2003 - this
would likely do what you want...
