Why setup.bat is in the debug folder for VSeWSS?

I'm using Visual Studio Extensions for Windows SharePoint Services.

Can anyone tell me why the setup.bat always resides in the Debug
folder even when you set the build configuration to build? In .NET 2.0
is there a big difference when releasing something in debug mode vs.
release?
