Why doesn't my feature appear in the gallery?

I have developed a new Site Collection feature that deploys as part of a
SharePoint solution. Everything deploys and works fine in my development VM
environment and in my client's development environment. However, when my
client's hosting company deploy the solution to the hosted staging environment,
even though all the correct files and folders for the new feature are deployed
into the correct place (i.e. the Features directory in the 12 hive), when they
look in the Site Collection Features gallery the new feature doesn't appear?!

Furthermore, when they run the stsadm -o scanforfeatures command the new feature
is listed but still doesn't appear in Site Collection Features gallery. We have
also run the stsadm -o execadmsvcjobs command but (as expected) there are no
timer jobs waiting to be run.

Has anyone else ever come across this issue? I wondered if recycling the web
application pool would make a difference though I'm not sure why it would.

It sounds like a hidden feature. Is Hidden set to "FALSE" in the
feature.xml file?

The Hidden attribute is explicitly set to FALSE in the
Feature.xml file.
