Webparts Tickboxes greyed out

The default webparts on my root dashboard are greyed out when I go
into the "Content" menu.

I don't want some of these webparts active.
Why am I unable to turn them off?

You should go into the "content" , choose the webpart and futher below down
there are three checkboxes asked. Tick the checkbox checkbox which says -
Allow users to remove this web part from their dashboard" and then back on
the content menu you should be able to uncheck the box then...
