This web site has been configured to disallow editing with SharePoint

On a SharePoint Foundation 2010 Site, I get this error when I select File|Edit
in SharePoint Deisgner 2010

All of the options on the SharePoint Designer configuration page are checked for
both the application in Central Admin and in the site settings.

What am I missing?

Have you put yourself in the correct group?

Site Owner's group which has full control and, struggling to figure this out, my
personal ID has designer access.

I even deleted the check marks from the SPD config pages and reset IIS and then
rechecked them and reset IIS.
