web parts with minimize,maximize,close buttons

I have to create web parts in SharePoint with minimize, maximize and close
button instead of traditional drop-downs. Is it possible to create the same in
SharePoint? Is it possible to customize the existing web parts for the same?

If yes, please let me know way to do it.
