Web Parts with minimize,maximize and close buttons

I have to create web parts in SharePoint with minimize, maximize and close
button instead of traditional drop-downs.

Is it possible to create the same in SharePoint? Is it possible to customize the
OOTB web parts to have these action buttons? If yes, please let me know ways to
do it.
