Web Part Pages..how do we restrict, or modify the choices

When we choose to create a web part page, we are given several choices
(one column, 4 column, header with two middle columns and footer...you
get the idea)

This is normally found on ServerName/SiteName/_layouts/spcf.aspx

Due to client styling requests, we need to limit the choices to one or
two web part page options which brings up two questions:
1. How do I limit the options in that list
2. How can I modify the templates presented in that list? Where are
those pages stored?

I did this often in WSS v2.

From memory (so take this with a hint of salt), it is best to create  a
custom spcf.aspx page  and then refer to your custom page from the
Document Library List Definition (really you should create your own List
Definition but I've modified the Microsoft schema.xml file before).
Then, alter the select options  in the custom page (there are eight of
them - search for value="8" - yes this is a fixed maximum). Show only
the ones that you want to see and have them point to your own custom
"Smart Pages" (this was the name before Web Part Page). You can make
copies of the eight SharePoint standard smart pages  found in the 12
Hive: .. \12\TEMPLATE\1033\STS\DOCTEMP\SMARTPGS\spstd?.aspx and refer to
your copied pages in the select options of your custom page.

I called this approach Content Management lite in WSS v2 and I had great
success making untold numbers of ghosted Web Part pages. Be aware,
modifying any property of the page in the hosting document library
unghosts the page.

Hope all that isn't too confusing. I used to do an hour long talk on the
subject. Now with WCM in MOSS, I rarely talk about it anymore.

One more thing..
How is it possible to tell which layout page  governs pages  created this way?
For example, when defaultlayout.aspx gets edited to include a search box web
part, each page created using the Site Actions>Create Page then choosing the
welcome page with web  parts will have the search web part  on the page when its
created..but when pages are created using the View All Site Content>Create>Web
Part Page method, the search box is not on the page...
I am still having difficulty figuring out what governs the different types of
pages created in the various ways..

A Welcome page  is a MOSS-only WCM Content Page. It is based upon a Page
Layout which is based upon a Master Page.

A Web Part Page is a WSS v2 legacy solution to the same need. It is
based upon a Template Page which is based upon a Master Page.
