Outside of FrontPage, is there a way for my users to change the Title
Tags of Web Part Pages, or others?

open the document library where you have the pages  stored. open modify columns
and settings, and select the title column, then click okay. now edit in
datasheet view, you will see the title column, and there you can edit the page
name.

That must be a MOSS2007 thing? When I click on the Column, TITLE I
only get the options for Editing the Column name and "Optional
Settings for Column" which just allows you to adjust the data type.

The description below isn't complete. After opening "modify columns and
settings", you have to scroll down and click on the default view. THEN you
can add the "title" column to the default by selecting it and clicking OK.
Finally, you can edit the page  library in datasheet view and change  the
column title.

Note that (as usual) this requires Internet Explorer on Windows.

You may also want to note that although you can edit the title tag in this way,
it also has the negative side-effect of unghosting the page..
