Web part not showing up

I have a strange one. I have a Web part that is in the GAC, declared on config file, but does not show up in the Web part gallery. I've tried Site Settings -> Manage Web Part Gallery and it's not listed there. When I click New Web PArt, it's not listed there either, appearing as though it's not installed ... any ideas why this might be happening?

Is it listed  When you run stsadm -o enumwppacks ? Is it listed in the Virtual Gallery when you edit a page and browse to add a web  part?

It's listed  in enumwppacks but not visible when browsing to add it to the page.
