Web Part Import Error

I was wondering if anyone knows how to configure the Proxy settings so that
one could download the web parts from the SharePoint portal/MS site.
I keep getting the below message and have tried to configure the setting
with no success. Does anyone have any insight?

Web Part Import

An error occurred while importing a Web Part.

* www.microsoft.com/products/webparts/1033/msnbc%20-%20weather.dwp

* HTTP error retrieving Web Part (407).

This error may be due to the current dashboard proxy server setting, which
can be changed using the proxycfg tool. Consult the product documentation or
your administrator for more information.

try using proxycfg from the command line ie:

proxycfg -d -p proxy_name:80"*microsoft.com;<local>"
Where Proxy_name is the name of your proxy server OR fake_proxy_name if you do
onot use a proxy server

You might also look in the readme file on the install cd. There should
be a section on setting the proxy server. Also you can look at document
located at
www.microsoft.com/.../extranet.
asp. Even though you are probably not setting up an extranet there is a
section that discusses proxy server settings and I have been known to
print out the specific page and paste it to the wall near the server!
