Web Part Help/Menu Icon

Does anyone know how to remove the little blue upside down triangle
that shows next to a web part?

My site is restricted to read only and I've been able to disable
Modify this web part, etc. But I can't figure out how to kill that
triangle. Deleting the help link in the web part didn't work either.
