Web part gallery

I have two site collections (residing on different domains). When adding a web
part to a page, one site collection A displays the Suggested Web Part section at
the top of the web part gallery. While site collection B displays the Lists and
Libraries at the top of the web part gallery. And in site collection A, I don't
even see the Lists and Libraries section in the web part gallery. Where do I go
to change this configuration on how the web part gallery should be displayed?

The lists  and Libraries section  shows up automatically if you have
ListView web  parts that represent lists and libraries  on the site. If
you have lists or libraries that aren't already on the page  it should be

The Suggested Web part  section will show up first if there are any
*.webpart or *.dwp files in the site  collection Web part gallery  whose
metadata mark them as being "Suggested" for the page or web part zone
where you are adding  the webpart.

I don't know of any way to make these sections show up in a different
order. But you can remove the Suggested Web Part section (or add it) by
editing the metadata of the files in the webpart  gallery.

In MOSS page  layouts you can add parameters to a web
part zone to link to tags in the web  part gallery  to control which
web parts are suggested. There is also a parameter to allow or
suppress the display of list and library web parts for that zone,
for example:

<WebPartPages:WebPartZone runat="server"
AllowPersonalization="false" FrameType="TitleBarOnly"
