Web part Error

I am working as an administrator on a machine where
SharePoint Portal is installed.
I open the page 'My site' and was trying to add
'content editor' web part to it but when I opened rich
text editor and trying to add some notes it was giving
the beloe error "cannot retrive properties at this
time.", "cannot save"

Would you guys help me to sort out this problem.

Have you installed  it in the Global Assembly Cache.?

Have you changed your webconfig file to reflect the
new webpart.?

Did you give it a strong name key...?

How did you install it....??

The 'content editor' web  part is installed  with SPS
2003.It's a built-in webpart.Do I need to install it
to GAC?
Web.config file/Strong name comes into picture only in
the case of custom web parts you build using VS.Net.
Am I right?
