Web-Part config settings

We have a web-part on our menu system on SPS Intranet that shows links
to other sites. These links had to be made configurable so responsible
members can make changes periodically (i.e point to different start
pages). Also some links employ Single-Signon mechanisms so the links
have to be dynamically generated.

This is being done using XML config file that is accessed by the
Web-Part however I'm concerned about performance: as users navigate
between pages the Web-Part is called each time which would want to
re-read the config file.

Ideally it would be nice if there was session-state (user session and
not application cache) that could be used to cache generated links and
refresh only after an expiration (time or otherwise.) How can I do this?

Do you know if SP caches frequently used list-items? If these config
items are held in a list instead of an XML config file then would SP
perform the caching? Is that better then using XML files?
