Can a Web front end to a development "farm" be a standalone machine that
is not a member of any domain?

Only if it's either completely standalone  or a "complete" install + a
separate SQL server. If you have more than 1 machine  with a SharePoint
role in the farm  you must use domain  accounts for intrafarm
communication.

Again this is probably a dumb question, but a StandAlone machine
could not use a domain  account akin to when an off-domain client
accesses a fileshare using DOMAIN\account?

Not sure I follow your question. Any farm  of more than 1 machine  with a
non-SQL role is required to run on a domain-joined server and use domain
accounts for app pool, search indexing, etc. A standalone  machine or a
complete + SQL configuration can use local machine accounts and SQL
authentication.
