Where is my web.config?

I am trying to create a Web part for WSS. I need to register it
as "safe" which, as I read somewhere, should be done by adding a record
in the Web.config file for the site. The problem is I cannot find the
proper file or I am not sure about it. I read that it should be
in "C:\Inetpub\wwwroot\wss\VirtualDirectories\%sitename%\web.config"
but my wwwroot doesn't have any wss directory.

When I create a new site in Sharepoint, where do I find the
corresponding web.config file? I registered the new Web part in the
web.config file at the root level of the site (the only one I found)
but the webpart doesn't appear when I try to incorporate it to the site
gallery.
