Web Application on Farm

I have farm where 1 server is dedicated for DB Engine, SAN Space for DB Storage,
1 Index server and 2 Web Front End Servers.My requirement is to have presence of
different business units applications which can consist of different sites
and document storage space on this infrastructure. What i thought is to create
the Web Applications for each business unit and create the sites of them in it
Suggestions welcome if i am wrong in any area and this will help me to start
with confidence.
Oh the issue i came across is where i have to create the web application whether
it should be on WFE server or Index server.
I have just created the Web Application on 1 WFE server but it is not getting
accessed. I dont know the reason. I have checked the DB and found the new DB for
this and the name is displaying in the Web Application list also.
Please advise where to create the Web Applications and how to access it from
different WFE machine and also from the same machine.

Web applications  are created  in central Administration and live on your web
front end  servers where your users will access  them. A couple of things,
first of all, you don't actually access the web  application. You access a
Site collection that is created within the web application. Have you created
your site collection yet? Next, you need to be sure that DNS is setup to
point the URL of the Web application  to the WFE servers  you have, so that
traffic is properly routed to the WFEs for connection. Is your DNS properly
