Weather.com TOS not viable for SharePoint

Do you think I am interpreting this correctly?

Given the MSNBC webparts are going away, I have seen many posts pushing
people to use weather.com for weather services. However, after
registering and reading the terms of service pdf file, Im not sure this
is viable. The terms of service state the application must:

- Only display weather data for one location at a time
- Adhere to the data request rules, usage rules, and refresh rates
outlined in Section 8 of this Guide
- Clearly separate TWCi data from data within a single visual element
- Identify that the weather data comes from TWCi and provide a link to
the weather.com home page as set forth in
- Provide three promotional links back to weather.com for additional
weather information as set forth in Section 9
- Be free of charge to your end users
- Have fewer than 25,000 active users in any given month

I had planned to write a custom webpart to allow users to personalize
and add/remove multiple weather feeds, however this would seem to be in
violation of the first rule. Even if you had one weather feed, the
webpart framework allows one to drop multiple webparts on the page.
Comments? What are others using for global weather feeds with bitmaps
and personalization.
