Way to move site pages from test server to production

Developers are not allowed to directly touch the production site via
SharePoint Designer. However, the Server Admins can use SD on the
production Servers (kinda silly if you ask me).

So, what is the easiest way to get the pages that I have developed in
SharePoint Designer on the Test server to the Production server
database?

Script a migration? Save/zip/email to the server  admins?

If you're keeping the pages  in a library, then you can just download a copy
from test  and upload it to production.
