Has Microsoft released the "Visual Studio 2008 extensions for
Sharepoint 07/MOSS"? If so could someone point me in the right
direction - I need to build some webparts and wanted to do it in VS2008.

No, they have not. There have been rumors, but no formal announcement
yet of a release date yet AFAIK.

Remember you don't actually need the extensions  to build Web Parts. I
normally don't use the ones for VS2005 because of the limitations built
into the extensions. If you start with a simple class library, add the
right references, and inherit from one of the two webpart classes you
can create a web part without the extensions. The whole purpose of the
extensions is to provide a 'press F5 for debug' environment that doesn't
work in most situations anyway.
