Visibility of Site Templates

On our server, custom site templates added via the site collection's
Site Template Gallery are only visible (when creating a new site) to
users who have been given Administrator rights at the Top Level site.
These custom templates are not visible to users who belong to groups
with the "Create Subsites" right.

This doesn't seem like the way it should work. Is this normal
behavior, and if so, is there any workaround other than having to give
our site managers full Administrator rights?

Site templates  (and List Templates) are stored in Galleries in the
Top-Level Site. These Galleries are essentially Document Libraries and
the default permissions (roughly) on these Galleries follows:

Readers/Contributors - read access
Web Designers/Administrators - write access

If the person creating  the child site  is not associated with at least
one of these built-in Site Groups on the Top-Level Site, they will not
see the custom  template. This is normal behavior. The work  around is to
either, associate everyone that will need to see the custom templates to
at least the built-in Reader Site Group on the Top-Level Site of each
Site Collection OR change the default permissions on the Gallery in the
Top-Level Site to have a larger group of people that have read access.

The site  managers who couldn't see the site templates  were
members of a custom  site group which we hadn't added  to the gallery
permissions. Now that we've added that custom site group to the
gallery permissions, the problem is fixed.
