Viewing previous versions in MOSS 2007

I'm trying to figure out the discrepancy here. In some libraries on some
MOSS instances, I can pull up Version History and click the link to view the
previous version of a document; in other cases, I can only choose Restore.

I've read that assigning a Title can make the difference, but it doesn't
seem to be the deciding factor here.

Could be a silly answer, so don't mind me if I do, but is versioning
enabled on the different libraries?

Yes, versioning is enabled in these examples (I'm pretty sure I couldn't
actually view the version history unless versioning were enabled, but you
never know).

I think I'm chasing my tail here.

Normally, in a document library, you can only view a previous version if you
restore it as the current version. *However*, I have seen cases where all
previous versions have a "view" option.

Google has turned up nothing conclusive other than an article that claims a
file needs to have a Title attribute for this to happen; in real life,
though, this doesn't seem to be consistently the case.

Any pointers?

If versioning is turned on you should just be able to select "Version History"
and click on the date that you want to view. Simple as that.

That's what's confusing me; I've seen it both ways and I can't for the life
of me figure out what would make it behave differently.
