can we remove View all site contents.From Sharepoint portal.If so how?

Never delete any control which comes with sharepoint. Every control has the property visible so make visible =false that way u can hide.

follow the steps given by narsimha and u ll do whatever you want with navigation.
Never ever try to play with the content place holders like deleting. you gonna be in big trouble.Its not like asp.net

you could as well develop a feature to make the visibility status of that control, thus reusing the code for any number of sites or installs that you want to.

There is one feature that I know of to achieve the same on codeplex. I guess, it is know as VASC feature. Let me know if you don't get it. You could mail me at anand.chandawarkar@gmail.com. I think I have a saved copy of the same.
