Version History in WSS Document Library

I am trying to find out if there is a way to enable version history
by default in a WSS document library. Do any of you have any
suggestions?

You can create a document  library with version-history enabled
and then save it as a template.

Use this template to create future document libraries which will
have version-history by default.
