There are several possible issues.

1) You can't enable variations  on an existing hierarchy of
Subsites. The subsites  need to be created as part of the variations
process when you create variation  labels.

2) For some of the far east languages like Chinese and Japanese you
need to turn on extra language  support in the OS before installing the
language packs. If you didn't do that the languages won't work
properly.

Can you explain a bit as mentoined in the
point 1 "The subsites  need to be created as part of the variations
process when you create variation  labels".

I has first created a publishing site  and underneath i have created 3
subsites and then i have created variations  labels followed with
variation hirerachy.

Is there way i can implement variations on subsite if i missed
anything..i dont mind to start doing from scratch..but i want my
subsites also be a part of variations.

After you turn on Variations, the next step is to create Variation
Labels. One of the variation  Labels you create will be marked as the
Source Variation (I think there's a checkbox called Source Hierarchy for
this if I remember correctly). This becomes the top  level site  of the
hierarchy that will be duplicated for whatever other Target variation
labels you create. Both the Source and Target Hierarchies must be
created by the variations  process. You cannot turn this on for existing
sites and have them duplicated. You need to define the Variation Source
Hierarchy first and have it build out the rest.
