Validation on metadata columns

Is there a way to have the choices in one metadata column depend on what the
selection of another metadata column is?

An example of this is easy to create in Excel. If column A = 1, then the choices
for column B should be 1, 2, 3, 4. If column A = 2, then the choices for column
B should be 5, 6, 7, or 8. In excel this can be done by using named ranges, and
field validation. I would imagine there is a way to do this in SharePoint as
well, but I don't know how. It's a MOSS installation, and I don't have VS, only
SPD. (That last part will likely make it very difficult I imagine.) Is there a
3rd party web part that enables this?
