V2 bug/issue

when I go to a site that I am an administrator of and click on Site
Settings -> Go to Site Administration -> Configure Connection to Portal Site, I
am able to add a link to the top level site. However another admin of the site
and who is also an administrator of the top site was not able to do this. They
get an access denied error. Why is this?
It doesn't make sense. It sounds like a bug to me.
