I have a portal area where I went into Manage Security and I added a
specific set of users up so they could manage that one portal area.

Although I gave them access to control the area, they do not see any
web parts except for lists they created.

My question is, where are the settings so I can turn on web parts
for these users? I've looked everywhere and it doesn't make any
sense.
