Users can see everything on the site

Apparently the users on my site can see everything, even sites that they are not
supposed to be able to see. These sub-sites are not inheriting, and I have
checked groups to verify that there is no cross permissions from other groups.
Is there something I am missing?

Is it all sites or just this one?Perhaps you made an error when setting up an
Information policy through Central Administration.

I only have one front end site. And where in CA do I see and change the
information policy?

One of my users says that this has been occurring since I had to manually reset
the "setsitelock" back to "none." Is there something special I have to do to
make everything right?

Whenever I create a new site.. I create new site groups.. I never inherit or use
the ones from the Main SP site.

It offers me better control over the content
