Userid element ALWAYS forces authentication

The SPS sdkdoc says that the CAML "UserID" element has a "Type"
attribute that "If the Type attribute is present and nonempty,
instead of forcing authentication, the element renders an invalid
user ID of -1 for anonymous users."

I used it in a custom list schema and it always forces authentication
(even with the nonempty Type attribute). here is the code I used:

<Switch>
<Expr>
<UserID Type="TRUE" />
</Expr>
<Case Value="-1">
<HTML> anonymous </HTML>
</Case>
<Default>
<HTML> authenticated </HTML>
</Default>
</Switch>

It causes authentication while it shouldn't. Please help. what is
wrong with it?
