user password change

We currently have SharePoint 2007 implementation. We also have a group
of users who never log into our domain, however they require access to
our sharepoint site. We've been creating their accounts with password
they don't need to be changed upon first logon and they also never
expire. I realize this is not a good AD security practice, however, we
haven't been able to configure IIS on Sharepoint to facilitate this
password change. I tried to follow this article to set this up, but it
does not appear to be working. http://support.microsoft.com/kb/555071

Your help would be much appreciated.

What, specifically, itsn't working? If the password  in AD doesn't
change, what configurations in IIS or SharePoint Server 2007 need to
change to accommodate persistent passwords?

We will be modifying all these
accounts so their passwords do expire and moving forward, new account
will be so users have to change password  at first log on and passwords
will expire after 45 days. These users do not have mailboxes so they
cannot use OWA to change  their passwords. These users will be accessing
our sharepoint  site from non domain computers and we would like them to
get prompted to change their password when they first log in or when
their password expire.

I think we have a change password  web part that can be used. So do a
half dozen other vendors. I would look at a solution like this.
