User does not exist

I keep getting this error when trying to add new users to my site. Is it
true that the user must already have an existing Windows NT account before
Sharepoint will add them as a user? That kind of defeats the purpose of the
web-based administrator doesn't it?

Is there a way I can set Sharepoint to automatically create the Windows
accounts like I used to?

Using Sharepoint Portal - No, account  must pre-exist in AD (however there
are ways you can cheat on it)

Using Sharepoint Services - Yes, run setup in Account Creation Mode. You
still need AD where accounts will be created.
