The user does not exist

I am trying to add users for my portal team site. When try to add the
user the following error comes

The user does not exist.
Troubleshoot issues with Windows SharePoint Services.

My email server is running on another machine and I have mentioned email
server IP in virtual email settings.
I don't where user does not exist? Where should I create it?
Any idea?

The user  you are adding needs to be a NT or AD domain user - is that the case?
