User has Coordinator role, but....

The Management Dashboard does not appear, as well as the Content,
Layout, and Settings links. It seems to happen to certain users only.
I am a coordinator on server1/workspace, I do not have a problem. 5
other coordinators on server1/workspace are having this problem. The
same 5 that are having the problem on server1/workspace, do not have
a problem on server2/workspace. Any ideas?

Is there a small "+" sign where the standard "layout" and settings"
information should be? If so, just click that and the options appear.
That happened on my server. It didn't cause any problems though...just
an added step.

No, nothing appears. The coordinators still seem to have their
rights. They can still add documents via web folders.
