URL length limit

Quick question: I seem to remember someone somewhere talking about a URL length restriction imposed by Sharepoint 2003 (around 255 or 260 characters?!). Does anyone know if this is true and in what case URL lengths are limited?

No part of a Path/name may be greater than 128 chars and the entire Path + file name must be less than 260 chars.

Yes – the 260 character limit  in the total URL is enforced and is real.

Is this "officially" documented somewhere (by Microsoft)? Does anyone know why this is imposed by Sharepoint? Seems pretty restrictive!
