Upload limits in Sharepoint

I have a user who needs to be able to upload files that are 5GB
(video). My default size is 500MB. Is there a way to customize that for
a single user or a site owner?

I’m sure there is not. You have to increase the limit(may be temporary) or
enforce users to spilt up the their big files.
