Is there a way to restrict the file type that is being uploaded to a document
library or any list on MOSS 2007? I think the limit that be controlled.

My question is on the file type.

You can restrict  file types by extension, for example you can prevent the upload
of files with a .zip extension. But SharePoint only checks the file  extension.
If the user changes the extension they will be able to upload  the file. The
only way to prevent upload entirely would be to use an add-on like ForeFront
virus checker that actually looks inside the file to determine the file type.

You can configure the file extensions blocked in Central Administration ->
Operations -> Security -> Blocked File Types.
