Upgrading MOSS 2007 to include Project Server 2007

I tried upgrading MOSS 2007 to include Project Server 2007. The
connection to the database broke during the upgrade process and now I
cannot restart the upgrade process. I get the error: an upgrade is
already in process.

I ran psconfig manually -cmd upgrade -force and the Upgrade log shows
this line for the last hour:
[SPManager] [DEBUG] [3/14/2007 10:37:05 AM]: SyncUpgradeTimerJob:
sleeping for 10 seconds

None of my sharepoint sites are working now

What do I do?

There is no better means of promoting another person's change of heart

than allowing our own heart to be changed.
